Gujarat University submit Panel set to probe charges against Pal to govt

The Commission of inquiry set up to probe the allegations of financial irregularities by former Gujarat University Vice-Chancellor Garnet Pal and the financial advisory panel, met on Tuesday for a frame charges against Pal. the members of the panel will next week before their report to the State Government meet again.

The Government had tried a detailed account of the University after a pill was recently filed in Gujarat Supreme Court against Pal and University officials. The pill has sought direction to GU authorities to action against Pal and errant officials for recovery of embezzled Fund to initiate with interest.

The Commission of inquiry was formed by the then acting VC Mukul Shah after Pal was asked to step down amid controversies. The panel was asked to the allegations of financial irregularities against Pal and the Advisory Committee on financial probe.

GU syndicate members had recommended strict measures against the controversial education expert for financial irregularities during his tenure. The Panel had submitted to the Ministry of education a report eight months back, but no action was taken against Pal.

After the pill, the Government again asked the Education Department to convene a meeting of the Panel to discuss the issue.

PAL had a financial Advisory Committee against the existing standards for GU formed. The Commission used to satisfy often — the 14 meetings held — and important decisions. In 2013, the Commission allegedly sanctioned construction of a swimming pool on Pal of official residence, gave nod for deployment, security bouncers for Pal sanctioned answersheet print contracts and set up a computer lab. These projects were worth Rs 5 crore.

Construction scam: work order got even without the syndicate penalty, which is mandatory. PAL payment receipts for even issued before syndicate was convened.

Household scam: work order was given to a private company, although it quoted the highest rate among all the companies that took part to the award procedure.

Furniture scam: work was assigned for more than Rs 1.5 crore without a quote.

Swimming pool scam: swimming pool was built for his personal use without a quote.

Bouncer scam: Rs 25 lakh was issued after Pal security issue raised.
