Row over Gujarat University awarding work to highest bidder

AHMEDABAD: Voices of protest have erupted over the Gujarat University granting contract of maintaining cleanliness on its GU campus to an agency which quoted the highest price in the tendering process. The logical practice is to award the work to the lowest bidder. The move has fuelled allegations of corruption.

GU sources said that till now the cost of monthly cleanliness of the GU came to Rs 2.50 lakh but as per the new contract, the same job will now cost Rs 7.90 lakh. Six agencies had submitted their bids to the GU. "It is said that this agency was favored as it is run by a person belonging to an organization aligned to the BJP," said a GU source.
It is estimated that 100 cleaners are needed to keep the GU campus neat. Computing their salaries as per the new contract comes to Rs 7,900 per month while the salary of the clerks hired by the GU comes to Rs 5,900. GU registrar H C Sardar could not be contacted for comment while the pro vice-chancellor Dr Mukul Shah refused to comment on this issue.

Gujarat University VC has a splash in parched Gujarat

AHMEDABAD: Even as most parts of the state, especially Saurashtra and northern reaches, continue to reel under severe water scarcity, Gujarat University's (GU) vice-chancellor Adesh Pal has decided to ring in this summer in style. The VC is getting a huge swimming pool constructed in his official bungalow and 60% of the work has been completed.

The buildings committee of the GU unanimously passed the pool's construction at the cost of Rs 20 lakh. The pool, measuring 35 feet in length and 15 feet in breadth, will be ready for the VC's use, despite the fact that there is no swimming pool in GU.
In fact, Pal will be one of the few government functionaries having a private pool in their residences considering there is no swimming pool in the official bungalows of the CM, mayor, municipal commissioner and even cabinet ministers.

However, cooling off in a luxurious pool makes an apathetic statement, especially when many people in the state are fighting street wars for drinking water. The pool is estimated to use 75,000 litres of water.

This is just another expense incurred by the GU from its development fund for Pal's recreation. Two months back, a tennis court was built at Pal's residence so that he could play tennis with his son. In sharp contrast, the tennis court of the GU lies in shambles.

"Write whatever you want, it makes no difference to me," said Pal when questioned on the pool.

Registrar HS Sardar declined to comment, while officer on special duty (OSD) Arvind Bhandari said it was Pal's personal matter.

Gujarat University issues public explanations

AHMEDABAD: The Gujarat University (GU) has issued public explanations regarding reports that the university has given the cleaning contract to the highest bidder as well as started unauthorized work on shifting computers from the laboratory to different departments at a hefty expense without taking prior permissions from the buildings committee.

Congress syndicate member Himanshu Patel however has issued a release saying that the GU is falsely justifying the highest bidder by saying that there are directives to pay minimum wages to the cleaners. "There are at least two agencies who pay minimum wages to their cleaners, have quoted less and yet they have been overlooked", he said.Patel has also said that an open debate about the various wrong-goings in the GU should take place in absence of which he will take a legal recourse to put a stop to misuse of power and funds in the GU.

In drought it Gujarat, University V-C builds 72,000-litre pvt pool

Ahmedabad: A swimming pool in Ahmedabad is creating waves of controversy. The Gujarat University Vice Chancellor, Adesh Pal, is building a private pool with a capacity for 72,000 litres of water. Political activists have hit out at him saying this is blatantly insensitive given that thousands of villages in the state are drought hit.

Many are questioning the estimated cost of Rs 20 lakh for the pool, while the university itself doesn't have one. But the V-C is adamant. "V-C is the highest authority. Any decision taken by the V-C is to be approved by a proper committee. I have taken a decision and the building committee has approved it," Pal said.

Members of the NSUI staged a protest outside Pal's house demanding that construction be stopped immediately. With a capacity for 72,000 litres of water, the pool they say, is a blatant example of insensitivity to those struggling for a drop of water in several districts.
Dr Manish Doshi, Member, Gujarat University Senate, said, "Water is scarce in 17 districts. The government itself has decared thousands of villages as drought hit. The government ought to take disciplinary action against him."

But the Vice Chancellor denied any such scarcity across the state. "All this talk of scarcity is political and I don't want to comment. I don't agree with it," he said.

Water crisis or not, a grand swimming pool is the last thing people need for the harsh summer ahead.

(GU) aims to yield manure from garden waste www.gujaratuniversity.org.in

Practise what you teach, goes the phrase. And Gujarat University (GU) seems to be in a mood to practise what teachers nowadays have been teaching in classroom - take care of the environment.

GU has launched a project to recycle garden waste to make organic manure, use it for organic farming within the campus and also sell it.

On Earth Day, GU launched ‘Taru Tujne Arpan’ by digging a pit to make organic manure.

As per HoD (chemistry) SK Menon, the university has collected one metric tonne garden waste in a week from the campus to put in the pit.

Menon, who conceptualised the project, said that the work has been outsourced to an agency. “The idea is to come up with organic manure with help of microbes and layers of cow-dung. As the mulch gets ready in 21 days and manure in two months time, we will also initiate the process to use the manure and grow vegetables in the campus in an organic manner,” she said.

GU intends to rope in services of women residing in the campus. As per Menon, wives of class four employees will be trained to make pits, collect waste, put them in the pit in a scientific manner, take out manure and package it.

“We have free space in the campus where we intend to grow vegetables and sell. Till the time we grow vegetables, we aim to sell organic manure and a few garden plants,” she said.

MBA not among AICTE's Approved Courses : www.gujaratuniversity.org.in South Gujarat University's MBA not among AICTE's approved courses
South Gujarat University's MBA not among AICTE's approved courses

SURAT: Lokesh Patel, a commerce graduate, wishes to do MBA from Veer Narmad South Gujarat University (VNSGU). However, G H Bhakta Management Academy (GHBMA) of the university is not among the approved institutes' list on All India Council for Technical Education's (AICTE) website. This made him tense. The list has a number of colleges from across the state, including Surat. However, GHBMA's name is not to be found.

AICTE had introduced a common management admission test (CMAT) for admission to recognised MBA courses across the country. After introduction of a new format for admission, AICTE published a list of authorized colleges and departments on its website for admission to MBA course as per CMAT merit list.

"I am confused on seeking admission in MBA at GHBMA. When I inquired from the university, its officials assured me that the institute is recognized for CMAT," Patel said.

VNSGU sources said GHBMA and university officials had failed to provide complete details about the course and university etc. to AICTE and hence the department's name is missing from the approved institutes' list.

This has created confusion among the minds of students and companies as well, they added.

"We have written to AICTE requesting it to include the name of our department also in the list. We are trying to find out the reason why the name is missing from the approved institutes' list. The university had completed the procedure as per the rules," said R C Khadiya, deputy registrar, VNSGU.

"I will inquire into the matter and necessary steps would be taken to end this confusion. The department is recognized and functions as per AICTE rules," said Dakshesh Thakar, vice- chancellor, VNSGU.

    Gujarat University Emblem

    Gujarat University Emblem

    Gujarat  University Emblem

The emblem of the Gujarat University symbolically represents both the cultural heritage of Gujarat and the characteristics and aspirations of her people. The most prominent symbols are the dancing peacock and the sculptural architecture resting on two pillars and a lamp suspended from its centre. The dancing peacocks, besides representing its rider, Saraswati, the Goddess of learning in Indian Mythology, symbolizes Gujarat's love for arts and her dignified aesthetic taste. The architecture represents the most characteristic feature of Gujarat's sculpture and is eloquent of her rich heritage; while the two pillars symbolize the solid foundation on which the heritage rests. The lamp suspended from the centre of the architecture is a symbol of learning that dispels the darkness of ignorance and enlightens everything that it encompasses. The lightning at the top of the rectangle and the atomic circles below it symbolize at once the flash of genius and scientific progress and proclaim the avowed ambition of the University to build and maintain a balanced outlook towards Arts and Sciences as indeed towards the life in general.

The motto ( i.e More work and intelligent work alone leads to efficiency and progress ) is a well-known quotation from the Bhagwad Geeta and enjoins the work of the teachers and the students of the University.

    History of Gujarat University India

    Brief History
The Gujarat University was conceived in the nineteen twenties in the minds of public-spirited and learned men like Gandhiji, Sardar Patel, Acharya Anandshankar B. Dhruva, Dada Saheb Mavlankar, Kasturbhai Lalbhai and many others. However, the University could come into existence only after the achievement of independence. In 1949, the University was incorporated under the Gujarat University Act of the State Government ‘as a teaching and affiliating University.’  This was done as a measure of decentralisation and reorganization of University education in the then Province of Bombay.
During the course of its life of more than five decades, the University has seen the establishment of seven more Universities which were carved out of the jurisdiction of the Gujarat University, viz., Sardar Patel University, Saurashtra University, Bhavnagar University, South Gujarat University, Gujarat Ayurveda University, Gujarat Agricultural University and North Gujarat University.   Even then, the Gujarat University is the largest university in the state catering to the needs of higher education of more than two lakh students scattered over 235 colleges, 15 recognised institutions and 24 approved institutions. There are 34 Post-Graduate University departments and 221 P.G. Centres.
Gujarat University is an affiliating University at the under-graduate level, while it is a teaching one at the post-graduate level. Indeed, the responsibility for post-graduate instruction has been statutorily given to the University, and accordingly it has evolved a plan of co-ordinated instruction under the direct control and supervision of the University so as to ensure efficient and diversified instruction.  An important feature of this University is the system of external examinations in the Faculties of Arts and Commerce, both and under-graduate and post-graduate levels. The external examinations were introduced with a view to enabling working students and the others who could not afford the high cost of university education to realize their dream.
Gujarat University has developed phenomenally in the last 57 years to be recognized as a premier University in the country today. It provides education in one of the widest range of disciplines to about two lakh students.
